UABOS Turkey: Chief of Environmental ProgramsDUTIES AND RESPONSIBILITIES

- Comprehensively implement environmental management (environmental compliance, environmental conservation, and pollution prevention) within an Environmental Management System (EMS) framework IAW most recent DoD-Is, EUCOM Directives, HN Final Governing Standards (FGS), International Agreements, Air Force Instructions (AFIs), Air Force Manuals (AFMANs) and associated CE Playbooks.
- Manage the environmental remediation program according to DoD 4715.08, EUCOM Directive 80-2 and AFI 32-7091.
- Manage the Environmental Impact Analysis Process (EIAP) program
- Develop and manage the environmental budget.
- Prepare SOWs, PWSs and cost estimates for environmental projects.
- Participate in environmental seminars, workshops, and conferences and augment USAFE EIP SAVs as requested by AFIMSC Det 4/CEIE.
- Obtain materials necessary to manage the environmental programs via government supply channels or by utilizing the materials CLIN on the contract. This includes supplies for spill response within the CE unit, for the HWSA, for IHMP support, for hazardous waste, for cultural and natural resources management, and for the environmental office.
- Be liable and financially responsible for fines, fees and penalties resulting from contractor’s management, operations and or actions being out of compliance with regulatory statues, regulations and/or permits.
- Provide submittals and notices to 39 BCE and regulatory agencies with updates as required by changes in statute, regulation, and permit conditions.
- Notify the 39 BCE within 1 hour and PM within 1 day of discovery of abandoned waste or materials suspected of being hazardous or regulated.
PREFERRED QUALIFICATIONS AND SKILLS REQUIREMENTS:
- Shall possess a Bachelor’s degree in environmental sciences or engineering from an accredited college or university.
- Shall have eight years experience (4 of the 8 years in supervision) with USAF and DoD environmental operations and programs.
- Shall have knowledge and experience with HN FGS and environmental regulations.
- Experience with Environmental Safety Occupational Health Compliance Assessment and Management Program (ESOHCAMP).
- Shall be proficient in ACES-PM system.
