JOB TITLE: Sr. Analyst, Log-South, GSC Solids, GC
ORG UNIT NAME: Petrochemicals SBU
LOCATION (CITY/COUNTRY): Nansha / China
Job purpose
- Responsible for the Logistics of shipments from various sources to the respective manufacturing plant, transshipment Hub, and warehouses, as well as the monitoring of associated customs operations by the contracted 3rd party logistics provider both including trading and manufacturing.
- Responsible to design and implement logistics processes across South China. He/She will conduct pro-active health check and/or audit to identify risks, develop processes and systems for the order fulfillment and import/export activities, and ensure the processes able to meet customers’ expectations and are fully compliant to relevant national laws & legislations.
- Supply Chain related reporting, inventory management and stock take on assigned region facilities
- Continuously improve processes across South China. Lead to report & execute customs compliance towards applicable internal and external stakeholders across various transportation modes, storage facilities, logistics service providers, etc.
- Supports Manager as required, in all matters related to the operations of South China region
Job Responsibilities
EHSS & Trade Compliance
- Facilitate EHSS management and SHEM on warehouse and service provider management. Lead and conduct EHSS and SHEM audit on service provider and conduct audit report with findings together with mitigation plan
- Facilitate trade compliance management together with trade compliance team
Policy and Procedures:
- Develop, Manage and Implement Policy and Procedures in assigned facilities in order to ensure service level and delivery of logistics target by vendor and SC Procurement, SC Network & Operational Excellence & SC Logistics team
Supplier Performance Management & SC Logistics Executions
- Manage KPI targets in areas such as transit and delivery times, inventory levels, logistics costs and service standards, monitor and review the performance of all supply chain and logistics activities including planning & control, inventory management, storage, warehousing, transportation and distribution against these goals
- Manage & report Vendor performances, conduct vendor performances review to ensure a reliable and up-to-standard service at optimized cost and oversees completion of logistics billing
Customs operations
- Monitor logistics operations related to import/export, bonded manufacturing plant, bonded warehouse and deemed export shipments; ensure corrective action and import/export processes are in place to comply with regulations.
- Manage manufacturing plant E-Handbook reconciliation & accuracy and ensure required documentations are fully comply with the local regulation.
- Manage Harmonized Tariff code classification and declaration elements for import/export materials/equipment and ensure on time maintenance of such data in SAP GTS, ECC PLM module, and customs operation platform
- Have regular review for imported materials to identify opportunities on the area of FTA for tax cost avoidance, maintain and manage COO according to applicable laws & regulations
- According to applicable laws and regulations or specific requirements from local customs officers to process regular centralized customs duty & taxation
- Cooperate with Trade compliance and/or customs to conduct audits including operation process, documentation filing, logistics execution, AEO, etc.
Coordination of Replenishment & Transportation
- Communicate with MEAF/Europe/America/ROA Solids SC team to track, monitor and follow up the goods movement and documents required for replenishment orders into assigned region in accordance with facility capability, custom regulations & EHSS standards.
Support leaders on discussions with internal Customer Service team, Planning team, Sales team, and other functions to effectively resolve logistics issues to optimize both logistics costs at agreed service levels
Explore, Identify and Manage Supply Chain needs in SC logistics, Network Remodeling, Total Cost Out & Process Enhancement with target to provide potential optimization and continuous improvement, including Crisis Management within assigned region
Leadership foundation:
- Facilitate on organizing meetings across logistics or SC different functions
- Participate or lead project and discussion in GC, APAC and global team
MINIMUM EDUCATION/EXPERIENCE REQUIREMENTS
- Bachelor’s Degree from an accredited university
- Min. 9 years’ in Logistics or Supply Chain management with experience in Warehousing, Land and Marine Transportation.
- Experience and interacts with BUs, Supply Chain, Risk, Finance and Legal
- Good exposure and adaption in working in different organizations with different systems & policies
- Strong Business Acumen, Analytical experiences and costing.
